RETIREMENT BOARD ELECTION NOTICE 2021

April 1, 2021

From June 8, 2021 through June 21, 2021 the Kansas City Police Employees’ Retirement Systems
(KCPERS) will hold elections to fill three positions on the Retirement Board created by expiring
terms. According to applicable state statutes only members of the Civilian Employees’ Retirement
System of the Police Department of Kansas City can seek the board seat currently held by Scott
Hummel; only retired members of the Police Retirement System can seek the board seat currently held
by (Ret.) Lt. Colonel Thomas Mills; and only members of the Police Retirement System in active
service and who have not attained the rank of Sergeant or higher can seek the board seat currently
held by Detective Chad Pickens. (Ret.) Lt. Col. Mills has indicated he will not be seeking
reelection.

Candidates should submit a letter declaring their candidacy and identifying the seat they are
seeking, accompanied by their resume, to the attention of Robert Jones, Election Director, at the
KCPERS office, 9701 Marion Park Drive, no later than April 30, 2021 at 4:00 p.m.

Following the close of the election filing period a meeting will be scheduled for all candidates to
ask questions about the election process and learn more about including a short candidate profile
in the voting ballot packet that is mailed to all members.

The Retirement Board has engaged Survey & Ballot Systems to conduct the trustee election. Members
will be able to cast their vote by mail, phone or by logging on to a secure website. Please watch
your mail carefully for your election ballot from the Kansas City Police Employees’ Retirement
Systems and Survey & Ballot Systems so that you do not miss instructions on how to cast your vote.
Ballots and voting instructions will be mailed to all KCPERS members on June 7, 2021. All votes
must be received at Survey & Ballot Systems’ office in Minnesota by June 21, 2021. Official voting
results will be provided to the Election Director and Retirement Board Chair by June 23.

2021 KCPERS Board Election Schedule

April 1, 2021 Notice of Election and Filing Period
Notice will include the position to be filled, dates of filing period, instructions on how to file a candidacy, dates for balloting, and notice of election ballot count reporting.

April 30, 2021 Deadline for Receipt of Filings and Nominations
All filings and nominations must be received at the KCPERS Office no later than 4:00 pm on April 30, 2021.

May 3, 2021 Election Director Meets With Candidates
Election Director meets with candidates to review election process. Candidates submit final biography to be included in ballot mailing.

May 13, 2021 Retirement Board Approves Voting Ballot
Retirement Board approves draft election ballot. Transmit active and retiree member mailing lists, as of May 1, 2021 to election service vendor.

June 7, 2021 Mail Ballots to All Members (Retirees and Actives)

June 8-21, 2021 Department-Wide Voting
Ballots will be mailed to all members at their address of record as of May 1. Ballots allow for voting via return mail, telephone, or internet. All voting must be complete and mailed ballots received by June 21.

June 23, 2021 Official Ballot Counting
Election service vendor shall report the results of election balloting to the Election Director and Retirement Board Chair.
